Public procurement impact assessment - PAA and PNAE

(2018) Although the importance of the Food Acquisition Program (PAA) and the National School Feeding Program (PNAE) policies for the marketing of family farming (AF) products is widely recognized, to date, there were no econometric analyzes to prove this. , in monetary values, its effectiveness in generating revenue for the AF. 

 

Considering the importance of such policies, at the request of the Secretariat of Family Agriculture (SAF) of the Ministry of Agriculture, Livestock and Supply (MAPA), an analysis of the impact of participation in the PAA and PNAE on the annual income of family farmers was developed, through the application of the Propensity Score Matching (PSM) method. 

 

The analyzes showed evidence that the PNAE and the PAA present not only a statistically significant effect of increasing the annual revenue of family establishments, but also a multiplier effect on the profitability of AF, possibly associated with the commercial stability provided, which motivates investments. and expansion of production. As for the PNAE, the participation of AF in acquisitions has evolved substantially. Even so, only 44% of Brazilian municipalities met the minimum of 30% of AF purchases in 2016, which shows the great potential of this institutional market in the coming years to stimulate AF and promote greater income generation for this segment.
