Rural Connectivity and Digital Inclusion as Strategies for the Democratization of ATER: Opportunities for Brazil and Peru
(2021) This study, developed by the GPP for the South-South and Triangular Cooperation Knowledge Center (CSST), of the International Fund for Agricultural Development (IFAD), sought to assess the challenges and opportunities for digital inclusion in rural Latin America and the Caribbean as a strategy to democratize Technical Assistance and Rural Extension (ATER), expanding its access to the most vulnerable farmers.
The research involved the development and application of a model to analyze the offer of mobile broadband internet in rural areas and the analysis of the demand for internet by farmers, taking into account information such as land use and density of rural properties. Another work front focused on reviewing policies and actions to expand connectivity in rural areas of Brazil and Peru, as well as discussing the potential for farmers to use digital technologies, based on the experiences of several countries.
