The "Technical studies in determining the operational costs of inspection and services provided by the Department of Agricultural Defense - SDA" were carried out by the GPP and CEPEA with the main objective of sizing the inspection costs and the main services (variables to be considered, values , billing and updating methodology) performed by SDA/MAPA.

The services provided and the inspections to be evaluated were defined by the managers of SDA/MAPA, which had their processes and execution flows mapped, in order to raise the variables to be considered for the collection of fees. References to the agricultural defense systems of other countries (benchmarking) were also studied, rate definition processes used by Brazilian agencies were analyzed and several concepts and methodological aspects necessary to support the study were elucidated, related to the Brazilian budget system, tax legislation and mechanisms for updating fees related to the provision of services. The sum of this knowledge made it possible to propose a methodology for creating and updating the rates of services provided by SDA/MAPA, within the scope of the agricultural defense system.
